How much does foul-water overflow clearance cost in London?

Who is responsible, me or Thames Water?
Anything inside the boundary box, typically the private lateral running from your property to the property line, is yours. Anything downstream of that point is Thames Water's. Shared drainage that runs through more than one property became Thames Water's responsibility in October 2011 under the lateral drains transfer, although the very last few metres before the public sewer can still sit with the freeholder. Our first chamber check almost always settles the question.
What is causing my drain to back up every time it rains?
In combined sewer areas of London, which is most of inner London, foul and surface water share the same Thames Water main. During heavy storms the main fills faster than it can discharge, the pressure pushes upstream, and the nearest low-lying private drain surcharges. A BS EN 13564 anti-flood device fitted at your boundary will physically prevent backflow from the public main while still allowing your own drainage to discharge.
Is sewage backup dangerous?
Yes. Foul water carries enteric bacteria, viruses, and on rare occasions parasites, and direct contact or aerosol exposure should be avoided. Keep children and pets away, do not attempt to mop with household cloths, and ventilate the area. Once we have cleared the surcharge we wash down with a virucidal disinfectant rated to BS EN 14476 and itemise any soft furnishings or porous flooring that cannot be reliably sanitised.
Will my home insurance cover this?
